Problem best described as "boost slip"

Basically, my problem is that my car is slow. I have an 89 TII with 94k miles. Mods are 3" DP, custom 2"TID (to keep boost down), koyo, electric fan, and a bunch of nonrelated suspension mods and etc.

Anyways, when I bought the car, the clutch felt slippy, and the car would kind of lose power in boost. SO, I changed the clutch, and removed emissions and changed all intake gaskets, etc... to hopefully help my idle problems. With the new clutch, nothing has changed. My car speeds up faster with 1 psi than with the 8 psi at full throttle and boost. If I am holding boost at 8, I am barely speeding up but the turbo is spooling quite a bit. When I let off some, its like it "catches" and I get a burst of speed. Its the weirdest thing. My clutch is new, I rebuilt and bled the slave cylinder. The engine doesn't rev above the speed, so I know the clutch isnt bad.

I have a couple exaust leaks. Might have one from turbo to manifold, but I just tightend it down, and it seemed fine. I for sure have one at the Turbo to DP because one stud has been rounded off so the pipe is on with 2 nuts.

I have a bad idle right now. Sometimes it searched from 1000-1600, and the next second it is like 100rpmand stuttering. When its cold there is no chance of idle.

Im pretty stumped on all of this, despite my knowledge of rotaries. I have rebuilt rotaries and owned two, besides tons of work in them, but I don;t know what this is. Anyone experience this and/or have any tips? I think i need to search out some vac leaks and put on a different turbo, but anyone else got an idea?

TIA,
Ben

Check your timing
Check your coils
Check for intermediate drops in the coils from bad connections
Check for vacume leaks

Sounds like a vacuum problem.
