Previous owner took emissions stuff off.. Loss of power?

One of the previous owners of my 88SE took almost all of the emissions control devices off, air pump and charcoal canister to name two. There is a valve next to where the air pump used to reside, and it is zip tied open. I remembered hearing that if you tie it open, you'll loose alot of low end torque. The car is pretty dead under 5k, I just figured it was normal untill I noticed this. Could this be causing any problems? I've tried figuring it out on AllDataPro but of course that was no use.. Any input is greatly appreciated!

If the auxiliary port sleeves were removed or disabled it could cause this.

I think i'm just going to find another air pump and try to hook all that stuff off. I really dont see much benefit on the street for taking the charcoal canister and air pump off..
