I don't know what this is, please inform me.

I purchased an 88 Turbo and the previous owner had this installed. I looks pretty damn "custom." He has it wired to a switch in the center console. According to him when you flip the switch you get a "few" more pounds of boost. I am assume that someone will know what this thing does (or is supposed to do) and can fill me in.
Also, if this is a common thing to do, I assume there must be a write-up somewhere. Please provide a link to that write-up or tell me what to search for. I am probably going to remove this "feature" so I would like to do the reverse of the write-up.

Looks like a ghetto rigged boost controller. I wouldn't trust it. Get an EBC if you want to have a legit way of controlling boost. But if you run higher than stock boost I'd recommend an RTEK to tune fuel and larger secondary injectors. Stock ecu and injectors with higher than stock boost isn't trustworthy in my opinion.

I agree with Sudo, I recommend in disconnecting that switch and not using it. It's more of a risk than a gain.
