Possible dumb question, but true scenario

Possible dumb question, but true scenario

I'm kinda new here and haven't posted in a while...been working on the troubled car. If anyone remembers, I have been having trouble with my car not shutting off. I could also turn on the heater with the keys out of the ignition. I have finally found the problems there and solved them. The person I got this car from was a dumbass! Anyway, while looking into these problems, I found possibly another one. I believe my car is missing its ECU. I found this connector that has about ten silver wires coming out of it and through a green panel with holes for bolts at each corner. It looks just about like something you'd plug into a computer. I pulled back the carpet where the ECU should be and I can't find it. Is it even possible for my car to run without this!? I know the car smells awfull when I'm setting at a stoplight...I get nausiated from the fumes. The previous owner also disconnected the port activation pipe from the cat and removed the air pump. My car is an 86 NA, Sport...as far as I can tell.
Any help with this is appreciated.

Did you look UNDER the metal guard for the ECU? 2 10mm bolts, 2 10mm nuts...If it's not there, you don't run...

There is alot of truth in that statement, unless you have a carb setup, which I would still have trouble swallowing that scenario

Was probably an automatic and the AT computer had been removed. That is if you were looking on the passenger side. EDIT: duh the s4's didn't have electronic autos. DOH!
