Please help! Rpms wont go past 2000 until about 30 mph

Please help! Rpms wont go past 2000 until about 30 mph

I need some help. My 1989 (vert, don't know if that matters for this) won't go past 2000 rpms from a stop until you get to about 30mph, acceleration is super slow because of this. My husband thinks it's the transmission but I'm not so sure. It's an automatic and none of the other gears are having issues. What else could cause this? After 30mph she runs and drives fine until you stop and then it does it again. It does it everything you stop and go no matter how warm or cool the car is. Please help!

Step one would be to check the level and condition of the fluid in the transmission, there is a dip stick in the rear center of the engine compartment

That was where we started. The fluid level is fine. It could probably use a change but that's why we're asking here. I don't think it is the transmission and we're trying to see if anything else could cause it to not Rev above 2000 until you get to 20mph. It even does it in park but it neutral it revs all the way.

oh ok, well you might check the codes, its easy there is a little Green 1 pin connector by the battery, and you ground that, and turn the key on, but engine off and it will flash any codes.
if there aren't any, it could be something like a plugged fuel filter?
