Please help ! Buying a 1990 FC

Thanks for looking

There is a 1990 FC GTU a few miles away from me

the car looks fine overall, has 141000 miles on body, never been rebuilt.
heres the problems of the car
the sunroof button is not working, theres some rust on the sunroof, and the side of the window.
on the bumper there's some plastic cracking ( doesnt look like from accident )
some dings on the hood
the plastic thing under the dash (behind the steering wheel, what you call that by the way) is missing.

the car get a little jumpy after it shifted to 1st gear @ about 2000 rpm , after that it runs fine
the battery is kinda dead, have to jump start it.
overall engine sound good *to me* .

he is the second owner, he change oil every 5000 miles
he got the car at 120000 miles
he also said that the car have like 20 mpg
the guy is asking for $ 1750

fair ? too much ?
i will post pictures soooooon

Is it an auto? I think that's what you were saying about it getting jumpy. If it's an auto I wouldn't get it. They're far too complicated and way too expensive to repair if it should break. Not to mention the auto to manual swap is really expensive too.
