Plastic layer on FTP lenses

Hey does anyone know what I can use to take off the protective plastic layer that's on the FTP lenses?
Half of it is already gone so I wanna take it all out.

rubbing compund followed by polishing compound.

would that scuff or blurr the appearance of the lense? or would it clean it up so you could shoot some clear coat on it and voiala! good as new???
