Question Partial emissions removal - now bouncing idle!?

Just put my car back together after retrieving a 12mm socket from my LIM (YES, we did get it out. Actually bent a wire into the shape of the intake runner and attached a very powerful mechanics magnet to it to fish it out.)
While trying to get the socket I went ahead and took my ACV off, thinking I would have to remove the turbo to get to the LIM. Instead of putting the ACV back on when I put the car back together I just blocked it off with some sealant and a block off plate and put vacuum caps over all of the vacuum lines that went to it. I also went ahead and pulled the airpump out.
Starting it up it idles around 1500-2000, bouncing within a 300rpm threshold. I think the high idle is because I need to adjust my throttle cable after putting it back on the throttle body, but what about the bouncing idle? I've checked for vacuum leaks, havent found any. Is there something more I need to do after taking off the ACV? What about the large air hose running from the front of the car (not sure where) to the ACV, should I block that up? Let me know what you think.

The idle's bouncing because it's too high and the ECU is trying to compensate. It could also be because you have a vac leak from not sealing the block off-plate properly. Check the throttle cable first, it should have no tension on it.

The hose going to the front is the relief hose that dumps excess air pump air overboard through a muffler under the right headlight. You can remove it iff you want but it makes no difference.

sounds like a vacuum leak

It could be, but an idle that's too high will still bounce even if there's no vac leak, so the idle speed need to be fixed first.

checked the TPS, its good. adjusted the cruise control cable, it was putting some tension on the throttle. Got the idle down to 1500 and its steady, no more bouncing. Having trouble getting it to go lower though, my throttle adjustment screw is out just about all the way. Could there be a problem with the cold start system in some way that would keep the idle at 1500?
