have you tried the spray type gasket remover?
That stuff took the paint right off my friends oil pan...
not sure what it would do to the plastic though?

Well I work on aircraft and I hope you guys are not talking about what I use. I can't remeber the proper name of it but we call it "baby ****". That **** will eat through composite and plastics.....can even eat through streched/spun acrylics. Just make sure you read all the warning first.......

This is what Tal Strip does to paint on metal.

Though honestly I don't know if it's safe to use on a plastic bumber, maybe test it in a small unseen area first.

Also , as mentioned, this stuff will burn your skin, it doesn't hurt right away but will start to burn after a bit. A wet rag with water seems to stop the burning pretty good.

Flashlight,
Why are you stripping the bumper? You have to be careful with chemical strippers as they leave residue which will prevent paint from adhering if not properly cleaned. If you are prepping the bumper for re-painting, you might be better off sanding the bumper. Is it peeling now? If not, a thorough sanding will work very well to prep it for paint.

I say you should be carfull with this on plastic. The previouse owner of my car had a el cheapo maaco paint job, and they didn't mask off my licsence plate lights. Well, since they were out, and since i was stripping paint anyway I gave them a shot. They melted! You could dig into them with your fingernail they were so soft. After washing them off with water they returned to being hard, but the clear part was now frosted. Be very, very carful with this stuff on plastic.

Yup aircraft remover is the shitz. My friend put it on his nipple once as a dare. The next day he had a huge blister on both his nipples. I was hilarious.

Use sandpaper. The stronger chemicals eat through plastic. Your bumper is plastic. Start with coarse grit, maybe 100, then work up to 220. Don't use a power sander either, the bumper is too soft for that. A power sander will make it look like a wood carving you get in an antique shop. It shouldn't take very long if you start with a coarse grit. Just make sure you keep the surface even; don't overdo any one area.

^^ I can't believe it took so many replies to finally say this....

DO NOT USE IT. I've been using it with my build-up, it will eat plastic.

Also, don't be fooled by its lack of fumes/smell, that stuff is tapioca pudding of death. Burns like fire on your skin.

EDIT:
I used some coarse purple scotchbrite scuff pads with my bumpers... worked great on the curved surfaces. If you need more aggressive sanding (not sure why you would), you might want to try sandpaper. HOWEVER.. since you've already used a stripped, the paint is already hosed... you basically just signed yourself up to work at it a TON to get everything off.. You won't ever be done either. Though, if you need more aggressive sanding than a scuff pad, you probably need to do some putty work in order to get this ready for paint.

cracks, rock nicks, curb burn, use a good 2-part filler (not bondo). I use evercoat products.. I dig'em.

but, good luck getting all of that damaged paint off.
