Do you have more of a description for what you really want to do (such as you have an aftermarket radio and the antenna is going up, or you want it off because...)

I mean it’s pretty simple to cut the power antenna wire and be done with it... but unfortunately your question is pretty vague on what you really are having a problem with.

if you disconnect the power cord but keep the antenna cable in, no signal from radio will be picked up
its weird, i tried this already

well you could install a switch to block the signal going to the intenni,

so deck must be on, and the switch must be fliped , for mine to go up. that way it only goes up when i want it to

power antenna is the blue wire that plugs into the headunit, depending on exactly how you want it to work, you could either just cut the blue wire and it would stay down, you could cut the wire and splice in a switch between it, but that way you would have to have both the headunit and the switch on to put it up, or you could just disconnect the blue wire and wire it through a switch to any un-switched +12v in the car and then all you would have to do is thurn the switch on and the antenna would go up weather or not the radio is on.

The antenna operates with a switched ground, not switched power. If you ground the blue/yellow wire in the stereo harness (with the key in the ACC or ON position) the antenna will go up. If you connect one pin on a switch to this wire and the other to ground, flicking the switch on will make the antenna go up and flicking it off will make the antenna go down.

If you want an aftermarket head unit to do this for you, you have to use a relay as they provide switched power to trigger the antenna.

i thought it was positive 12v, on my old rx7 even tho the antenna had been broken off by the previous owner, when i installed the headunit, the motor did turn on as if it was putting the antenna up with the +12v, but my 91's antenna is just broken, if i want to listen to the radio all i gotta do is pull the antenna up.

Same here...it's crazy. It stayes up as long as the power to the CD player is on..and for my car, that means even after it's in the locked positiion..I have to take the face plate off my CD player to turn it off D:
