pull the horn off. depending on your year. there are two screws behind the stearing wheel holding the center peice on. once you get that off you can get the nut thats there then undo the nut and pull the wheel off. make sure you mark it incase the new one doesnt fit or something and you have the wheels straight

It's really simple, but it might take a little muscle.
There are several phillips head screws on the 'back' of the steering wheel that need to be removed. Removing these will allow you to take off the 'face' of the steering wheel. Pull the face away gently and remove the electrical clip that's attached to the back of the face (goes to your horn).
After the face is removed, there will be a 21mm nut holding the steering wheel in place. If you have the key in the ignition, take it out and crank the steering wheel until it 'locks' in place and won't move. This will allow you to attach a 21mm socket (with a breaker-bar) on to the nut, so that you can break it free and loosen it.
Once the nut is loosened, screw it off about 1/2 way, but LEAVE it on. Use some lubrication like WD-40 or PB blaster and spray behind where the 21mm nut used to rest. Let it sit for a while and 'soak' in.
The next part is where the muscle is needed. Grip the steering wheel tightly with both hands and begin pulling/wiggling with all your might. You can use a dead-blow hammer and give the wheel some sharp smacks around the outer ring. Pretty much, it's up to you to get this wheel off at this point. The reason you left the 21mm nut partially threaded is so that when you're yanking on it, it doesn't fly off all of a sudden and hit you in the FACE.
Good luck,
