Everybody agrees these things shouldn't fail at all, but 15 odd years isn't exactly quick! If you haven't replaced it, it's probably nearly gone anyway; if you have, it'll probably outlast the car!
It looks as if the secondary fuel rail has the same PD on the end, but that doesn't seem to fail, maybe since it's farther from the engine.
That's not a pulsation damper, it's the fuel pressure regulator.
