Orange gunk on logicon board?

Orange gunk on logicon board?
Hi guys, I was planning to resolder the joints on my logicon and noticed theres some orange colored gunk on it. What can I use to clean this stuff off that won't damage the board?

Just FYI, if you find crusty colored stuff coming from/surrounding the bottom of a capacitor, replace it. Hell, you might at well replace any electrolytic capacitors on the board just in case. After 20yrs, they tend to rupture and leak/lose capacitance.

It was mostly around the solder. Turns out it's my air mix motor. Thought I was going to get a break, go figure. I was reading about the removal of it and people mention a pain in the *** wire that needs to be disconnected. Is it that thick wire that is attached to the back of the logicon?
