I'll have a Coke!
I hate to say it but that's really bad. I have seen this problem before, when my Dad and I were working on the exhaust system of his '68 E-type. a couple of the bolts were fused in the manifold and ended up snapping them off. We ended up taking it to the manifold to a machine shop, where i think the guy baked the manifold to loosen the bolts.
I don't know if that's going to be much help since your broken bolt is in the engine block, but still call around and see if someone can help you out. But i would also use this as a last resort, there might be some other way to fix it.

Have you removed the oil pan yet? If you have not, you may want to try that. Once the pan is removed it is VERY likely that you will be able to grab the other half of the bolt with a pair of plyers and simply unscrew it. The tension is put on the head of the bolt, not the threaded section... so it should be easy to remove if you can get your hands on it.
I have a few "other" ideas as well... but try the above idea first...
Good luck,
