Normal for Engine to be so HOT?

I currently have a 88 TII and after just driving for like 5 minute, I pop the hood and it is SO hot under the hood. Is this normal ? And what is this heat shield I read about in the forum? Any way to cool down the engine ? Better Coolant ?

Assuming everything else is OK, the thing that gradually weakens without getting noticed is the fan clutch.
On a warmed up engine it should pull hard, directly faster with engine RPM up to ~4000.
It should maintain ~4k as the engine revs higher.
If it starts slipping behind at 2500, it's worn out.
