Noisy lifter sound-Could this be something to do with my acuators?

when I put my base gasket in, I wasnt sure I put hte acuator rods back in right. When I test drove my car, (without the airpump on), I noticed it didnt drive like it did before with the airpump on. When I drove it before without it on it would kinda die off after like 5 or 6K on the tach. Im wondering if maybe my ports are stuck open, or half open, and thats why I get this "noisy lifter" sound. Ive been driving like this for like 5 months and it dosent bother me at all, just wonder if its bad.

What year car??
If it's a 89+ you need the aip pump to actuate the 6p and VDI!

Check to see if all the hoses are hooked up right.... can you rotate the sleevs by hand?
