No speedo I tried gauge, cable, drive gear, WTF next????

No speedo I tried gauge, cable, drive gear, WTF next????

My speedo has never worked since I bought my car, sometimes/rarely on the highway it would read like 10mph but I never really worried about it. I finally got around to trying to fix it and I pulled the whole speedo cable out of the car and pulled the inner cable out of the sheath and it is perfect, and lightly lubed. Next I bought another gauge from e-bay and tried that. Still no go, then I pulled the drive gear out the tail of the tranny and it looks perfect too. What can I do next? is it a gear in the transmission that requires pulling the whole thing apart? I have never seen anything like it, if I drive the car with no gauge the cable seems to turn but I can stop it if I grab it with pliers. Also if I put a drill to the speedos both seem to work fine and the speeds shown match each other too which seems to show that they are both accurate. I even looked at how the cable fits into the drive gear and it seems that the drive gear would make it turn. I am lost and hope someone has the answer to this one.
