1) It does not run 12s. Tell him to bring it to the track before you buy it. Lets see how fast he changes his tune.
2) That is damn expensive. Unless it has under 50k original miles and is flawless in and out its worth 3500-4000$ at most. Hes trying to get his money back from his mods.

have you even looked at the car yet? i wouldnt even worry about anything until you see the condition and also ask him to take you for a ride most likely he will beat on it ..while he is driving it pay attention to the way he drives..if he drives fast and furious the whole time ..that means most likely he drives fast and furious everywhere he goes and the car is beaten on 95% of the time..if he gets on it to show you what the car is made of then lets off to drive normal and just cruise most likely he takes care of the car ...also when and if he beats on it try to imagine yourself in a ZO6 corvette(12 second car) if it dosnt feel as fast as a zo6 then its probally a 14 second car
but condition and cleanliness are what you have to look for if you open the hood and its dirty as *** and all the hoses and wires look like a rats nest then the car isnt very well taken care of... if its all neat and everything is somewhat clean and hoses are not cracked or rotted its probally somewhat up to date on routine matience...check all the lights, check the brakes,look for rust,bring a magnent with you if the 1/4 panels dont have rust around the wheel well place the magnent all around on the paint..if it sticks the car has never had rust ..if the magnent falls off the rust has been repaired with bondo(good way to test the whole car and also a good way to talk him down on the price) make sure everysingle accessory works lights ps,ac,wipers,head and tail lights,check the coolant and oil, smell the oil for gas, check to see if the oil is black or goldish brown....if you open the hood and everything is shiney almost wet looking..he most likely spayed tireshine all over the hoses and then wiped it off to make it look clean(so he could fool an idiot to making them think it was clean) check back tires for ware,check everything just make sure your getting what you payed for..im new to these cars too but this is just stuff you should do whenever you buy a used car(also check the interior condition..check all plastic for fading or cracking..get the vin and run a carfax also if you want good luck

SAFC = Fuel Computer.
As far as I know (don't know much about them) they are used for tuning your fuel so you can make your car run a bit richer or a bit leaner depending on what you want to get out of it.
Thats all I know really.
Sounds like a nice car your looking at, go check it out and test drive it, make sure it feels the way it should. If he did not mention upgraded Turbo/Intercooler then it probably does not have them, most people would mention that becuase those are 2 major expenses for upgrades and can really change the performance of the car completely.
