New ported motor!

I just finished putting a heavily ported motor in a car that is somewhat close to stock (minus the Bonez filter and the "custom" exhaust)... and I can't get it to start.
The wiring harness might be hooked up wrong, or any number of things, but the thing that really surprises me is the tach. Sometimes it jumps, but it never gets above 500 rpm's.... my batt is a little low, and i have it on a BIG charger... but i don't think this is the problem...
Is there any reason why the fuel pump would not be working? I didn't check the fuel lines and don't plan on it if i can get around it... the car doesn't smell like gas... or any other suggestions work too...

Does it have compression? Fresh rebuilds sometimes don't have any at all, until u put some oil on the apex seals to get them to temporarily seal when trying to start the engine.

To check to see if the fuel pump is working jumper the test connector near the passenger side strut tower with the ignition in the ON position.
