new motor died, need help

hey guys
i have a danny manning reman 138 TII motor with 50 kms on it total. The car has been running great, although pretty rich. we got it ready for the emissions test, drive it to the shop and it started to drop RPMS and nothing could bring it back up. gave it some gas and it continued to choke, the car sat at 400 rpm for 10 seconds and died. It is not starting now. And when it turns over it seems like its spinning a lot faster that before. It was smoking white out the exhaust, but didnt smell and the coolant was not low. We checked the gas and there was no water in the tank.
It has spark, fuel and air.

Im lost.

Can someone please help me out as to what the problem might be?

injectors cleaned/ tested for the rebuild?

the injectors were cleaned and flow tested before being put in
550 prim
680 2nd
im wondering if it is flooded
do i push start it to fix that?

first of all just pull the plugs and take a look at 'em...if it's flooded, you'll see it on the plugs...you using stock ECU?

also pull the plugs and listen to the engine turning over.

It should be going woosh woosh woosh......etc.....
Not something like woosh .......woosh...etc

Most likely you flooded it. The car will sound like it's spinning a little faster since it won't kick over.

Also WTF were you doing eimissions testing it after only 50kms! You haven't even gotten to your first oil change!

i have to etest it to legally drive it here in ontario.
it is registered unfit at the moment and needs both an etest and saftey be made road worthy.
1 of the plugs was wet when i took it out, the rest were dry and in good condition.
if it is flooded how do i go about fixing it?
