Exactly. If you continually blow gaskets or have blown out a gasket in the past, the flange must be resurfaced. A warped flange will blow gaskets constantly, and a blown gasket will allow hot exhaust gasses to erode the flange material so that when you replace the gasket, the flange is no longer flat.

Also the TII manifold cracks after 20+ years so you may have some decent sized cracks that are causing the gaskets to pop.

How would you resurface the turbo side? Can you take out the studs and put longer ones to double nut it? Thanks

you will need to take apart the turbo and go with the exhaust side to the machine shop and tell they to resurface the surface
