they also make this reverse hood scoop that bolts into the stock turbo hood. I have a replica being shiped over from japan now and I'll have it in 1-2 weeks.
if it looks good I'm gona order a bunch more to sell here in north america for hopefully a good price.

It probably is. That opening is in a lower pressure area than the radiator intake opening. It is also angled to induce turbulence behind it which would also cause a pressure drop just past its inside edge. This would cause an outward flow of air in the engine bay just like the opening at the bottom and would increase cooling.
I think it is a little loud and if I were trying to make that *reading higgi's mind* I would just freestyle it and go with a smoother shape without the ribs inside the opening. But everyone's got their own style.

It's probably a Border hood. I found these pics on Border's website:
Price on the hood is listed as 98,000 yen which is a bit more than $800 USD. Factor in markup and such that you pay to an importer and it'll probably be almost $1000.
