what i meen is you have a url heading an the url at the end, take the one off of the front, it makes it seem like two

The problem is, as per the guys first post in this thread, that he is trying to link to a file on his hard drive..

The internet doesn't work that way... (thankfully.... )

You need to upload your file to some web space where you can host it, your ISP no doubt has some sort of storage facility like this.

Either that or you could go out and get a static IP, permenent connection run a HTTP server then you could link to a file on your hard drive.

The former is the more commonly used of the two options for the general public.
