yes, there are like 4 or 5 bolts/nuts holding it to the front fender.

look all the way up near the top. there are some you have to get from the wheel well, and some you have to get at from under the headlight. then i beleive there are a couple inside the rear part of the fender, that you have to get from the wheel well. there are maybe 2 or 3 on the Bottom of the fender, near the pinch weld.

give that a try. you have to pull the bumper out forward away from the fender before itll come off. make sure you get a fender from the right series. the S4 fender is 4 mm SHORTER front to back because the S4 has that black rubber insulator. i put an S4 fender on my S5, and there is a 4mm gap between the fender and the bumper, even though its all tightend up. also, the S4 fenders dont have all the bolt holes for the S5 front lip to bolt to it. and the S4 fenders dont have the clip holes for the rear portion of the side moulding.

1 bolt in the door jam, 1 nut on the inside of the fender behind the wheel, 2 bolts on the underside behind the wheel, 4 on the top below the hood, 1 or 2 on the underside in front of the wheel, 1 on top next to the headlight, and 3 nuts inside the fender in front of the wheel. That is what I remeber from changing bith of mine. You will have to loosen the bumper cover enough to pull it out to get the fender off (easy to find those).
