need help reinstalling 6 port actuator

I disassembled the 6 port actuators but I can't seem to reassembled it without having the pivoting rod fall down, causing the actuator to disconnect from the rotating rod. Please see picture.

Is there suppose to be some sort of retainer keep the rod from falling to far down?

I can't make out a thing from your pictures. The stackup is as follows: Seal, Flat Washer, 'C' Washer, and the retainer that screws into the manifold. You need to slide the retainer onto the actuator shaft first (there is an up and down you'll have to pay attention to) then the C washer, the Flat washer, and finally the seal. In addition to all that the shafts themselves need to go in they're respective locations as well; luckily they are stamped 'F' and 'R' for your convenience.

is the c washer essentially a snap ring that goes into the grove of the rod? I must not have it for some odd reason?

Not really a snap ring. It looks like a fender washer with a slot machined on one side thus forming the 'C' shape.

my camera battery is dead but yes, slide the washer on the rod, then the seal, then slide the C washer at the end and then assemble it.
