need help with Heater issues

need help with Heater issues
I have only just bought my car and am going through basically a whole restoration on it. one of the minor problems i am working on currently has to due with the fact that i can not get any hot air through the vents. I did a quick check on all my lines and see no problems. I do have a suspicion that it has more to due with the control unit, due to the fact that it does not matter what mode i select .... defrost, lower venting, upper venting, or defrost/lower venting, the airflow continues to come in through the upper venting. i pulled out the control unit and low and behold the unit has been replaced already but the wiring is shotty at best. i was thinking of replacing the control unit and redoing the wiring to hit 2 birds with one stone. should i check anything else ?

The heater module uses a Pulse-width-modulated signal to control two servos under the dash. One for the temperature, and another for the location (defrost, head, feet, etc.) If neither of these servos is working, I would look into the fuse on the drivers kick-panel, if that is good, look into the wiring/replace the unit. Let me know if you need a pin-out diagram for the heater. The fan control uses that little rectangular box which fits into the top-left of the control. This is separate from the servo actuator circuitry.
I can get you pictures this weekend if you need them.
