need help, failed texas inspection

need help, failed texas inspection

Okay, I have a 91 street port fresh rebuild, I mean really fresh with 320 miles on new engine, I passed everything everything except my hydrocarbon count was high? Any ideas on what I could do to solve this? Maybe O2 sensors need to be changed? Thanks!

Is the air pump still on the motor and connected to the cat?
