No offence, but it sounds like you feel insecure about your TII
Anyways, I would expect FC's to draw well because 1. they are cheaper, so more enthusiasts can afford them, 2. More of us don't care about being over 100,000 miles like it will kill us
and 3. There are a lot of FDs with all kinds of vacuum line problems, they are way more complicated than TIIs. I'm not bashing FD owners, but I think you're worrying about nothing nonetheless.
But, having that 3800 rpm clinic would be good. Although I don't think anyone has a proven theory on what fixes it. I have a good idea though. *keeps it to himself*

Hmm... well, half the stuff on that list I don't really think should be on there. A lot of it is quite simple, all you have to do is follow simple instructions from a writeup (which are easy to find on this forum).
For instance, installing an MBC... well, you unplug the vacuum line, put one end over the part you unplugged, and put the line you unplugged over the MBC.
Efan is another pretty easy mod, as is BOV if you are buying a kit, and if you aren't, you're going to be welding, and most of us can't weld or don't have the facilities anyway.
Time is precious, and we won't have time to cover everything, so we should just go over the stuff that you can't really learn by looking at writeups or pictures, or isn't covered to well by FC sites and members here on the forum.
Installing the apex'i stuff, well, they give you directions, you tap into some wires, solder your connections, and it should work. That is basic electronics, and I don't see why it should be at something like this, no offense.
Timing? get a timing light, and turn your CAS until you've moved it the amount you want.
I am all for the 3800 RPM stuff, as well as suspension/tires/wheels information. A lot of people just throw stuff on their car, and before I commit to that I want to make sure I get the best for my money.
Unflooding is something also well documented, and even a monkey could do it
Another suggestion from me though, is having a general class about what may fail, how you can prevent it, and maintain. For instance, our headlight switch cluster seems to get burnt out, and its mostly a mystery as to why, well, no one has proven what actually causes the failure. A task that may seem a little daunting would be rewiring our fuel pumps. While it took a few hours for me, a lot of people are afraid to cut into their wires and move stuff from one end of the car to the other.
Oh, one more thing, how about how to do the sleep eye mod?
