n/a -> turbo counterweight

ah..heres one thing i noticed tho, i may have a GSL-SE rear counterweight which does posses a different part number.
however i used that counterweight on this motor before with NO vibration problems. the only things changed are from an N/A rb flywheel to a turbo ACT flywheel, as well as a mystery clutch disk and JDM transmission.
it vibrates with the clutch IN or in neutral OR in gear. and only over 6,000rpm.

if i do in fact have an older 13B weight, how come i didnt have a vibration with the other flywheel/clutch/trans setup?
