N/A S4 spli air valve removal

Hello,

I have an 87 GXL and just went to the racing beat roadrace exhaust setup. The only problem I have is that the head is an S5 header and does not have the 5th and 6th port actuator line on it. I have tried to tap into the hose coming off the air pump to actuate the ports as described on rotaryresurrection:

However, I am having several problems. First, the forward port does not seem to be opening. Even if I close the bleed valve on the setup all the way the the actuator does not open. I am thinking this may be an actuator problem.

Second, when trying to adjust the RPM at which the valves open I see the port that does work will open up ad then close back down again. I am thinking that this is due to the split air valve doing its thing. I have a block off plate and could remove the valve. With the cats gone is there a need to keep the split air valve on the car? Would removing it negatively affect any other system?
