Under what conditions? I'm talking about a stock port engine with a header to the main cat, to the stock cat-back. Would it sound crappy in this situation? Would it reduce power significantly (as opposed to my current cat-back)?

Long answer...
The exhaust is the key to making good power gains and performance.  The NA stock cat-back is just way too restrictive (on the order of 5+psi of backpressure).  Swapping just the cat-back on an NA really wakes up the performance on an NA - ask a lot of the owners on here.
This should be one of the FIRST mods you do to an NA if you want more power...

Gains in flow and therefore HP can be had in ANY configuration by replacing the stock catback. It's a restriction when the rest of the exhaust system is stock and represents an even larger bottleneck when the rest of the system is upgraded.
BTW, I've heard that the stock TII catback is less restrictive and still quiet. Does anyone know how much of an improvement it is for an NA?
