the piece it attachs to in the second pic looks alot like the stock bypass valve maybe it makes it work better somehow

Yeah, looks like something on the stock bypass valve. Perhaps a noise maker so you can sound uber cool with your stock bypass

Mabey its some kind of check valve so you can vent the stocker? Or perhaps changes the sound.

it's a cap for your blow-off. it caps the blow off which i believe means the off from the blow is capped.
