My car won't start!

When I start my car, le engine fuse blow at each time... The Fuel guage is lighted and theres no FUEL that go to the motor, what could it be? And why does my fuse always burn...

Maybe there is a break in one of the wires and it is touching metal shorting out the fuse everytime. Just a suggestion.
