First, do a compression test. Plenty of threads on how to do this on the forum. So do a search. I would guess that one or both rotors have low or no compression. In which case, it's engine rebuild or replacement time.

Get the compression test to make sure your engine is good and get a full tune up..

Over time your catlytic converters can get clogged and slow down the exhaust. Inspect the cats after the compression test. Also is your 5th ans 6th ports opening?

Test your compression, also, NAs really don't have that much power.

1. Compression
2. Auxilliary ports (http://www.aaroncake.net/RX-7/6portfix.htm) Besides checking if they're stuck or not, you also need to be sure that exhaust pressure is actually opening them. This is hard to see on S4s, but you can use grease on the rod to measure travel, or wire them open and see if the car gets faster (http://www.aaroncake.net/RX-7/6porttest.htm).
