It's idling too rich....
If you have an S4 (88 and earlier) you can just lean out the idle with the variable resistor by the passenger side front shock tower... It's a resitor with a screw slot in the middle that you turn.
Lean it out to just before the idle turns to ****.

If it's running to rich at idle.... you can pull off a small vacuum hose, and if the idle goes up a lot, then it's way too rich.

Mine way too rich EVERYEHERE... and this was before my S-AFC.
The way I solved mine was (Don't laugh- I'm a hack) I cut a small hole in the intake pipe after the MAF!! It tricked the computer into thinking there was less air going in than actually was...
I covered it up after the E-test.

I should own a 1980 Trans am..... not an RX-7!

Sorry..
yea i DO own a 88 GXL

Bambam7,
it seems like you know what you're talkin about.. hehe..

I guess i DO have an S4? can i still do the resistor thing or do i have to pull off some vacuum hose? and if it is the hose where is this hose? lol

i'm don't know enough about RX7's to start pullin **** off .. lol.

maybe YOU know why my rpms keep jumpin up and down between 1100rpm-2900 if kept steady?

what do i mean?
When i'm at idle or whatever (N) if i rev the engin and hold it at ANY rpm between 1100 and 2900, the rpms starts going down and back up, down and back up by about 200 rpm... some say it could be the TPS and it would need adjusting? do you know how this is done?

details would be great

thanks guy

Bambam7 is right - adjust the R-L screw until it barely idles.
The jumping idle might mean your TPS needs to be readusted.

You're running just slightly rich, and the idle mixture screw adjustment might be the only thing you need to do to pass...

The RPM jump -Yep... definately the TPS.
Make sure you don't have any vacuum leaks too, just look around, and listen.
Or take a can of brake cleaner, and spray it around the engine, and hoses, if the RPM's go up, you just found a leak wher you are spraying!
A (UNLIT!!) butane torch doesn the same thing.

Get a Haynes (NOT CHILTON!!!!!) manual if you don't have one already.
It'll tell you where everything is.

TPS adjustment- do a search on this forum... you willl find some links that has pictures and such I'm sure. It's very easy to do, and should be done every few months. (only takes 30 seconds).

I don't have a pic- but go to www.fc3s.com, under the how to, there is a factory manual for 88. I hope you have a high speed connection! Download the fuel system and emmisions file- it's in Adobe acrobat format. (adobe is downloadable for free)

It should tell you exactly where it is.

I havn't had an S4 for a while now.... but it should be somewhere around in front of the passnger side shock tower... can't remeber exactly.

Do a search on here, someone may have a better description than I.

thanks guys

i did the test on my TPS and it was at 700 Ohms at closed position.. it went up very smoothly, but @WOT it was at 6.3K.. this is not good right?

it DEF. helped my idle problem, but there is still a bit left... (i put it to 1K at close) I'm gonna change the TPS I think as it said that it shouldn't be more then 6 at WOT.

Also, i've noticed some other things wrong under the hood, like vacuum leaks.. lol.. i don't know the names of what they're from but i'll check out that site (and yes, who doesn't have a high speed connection these days? lol) and see what i can find and if i can find out where the lines go, if not, i'll take some pics and i'm sure you guys can help me

thanks again...
