Is my ACV the problem?

1987 s4 turbo 2. I recently unplugged my ACV because one of the wires going to it were touching causing my egi comp fuse to blow. If I leave this unplugged will it cause my car to run like crap? I have it disconnected because I have not repaired the connections, and now it will not idle, when I hit the gas it bogs and dies. Will the ACV really cause this?
