My 88 TII doesn't like going over 6K

I just picked up the car and it's my first rex I've owned. It got the hot start issue which I'm in the middle of figuring out, but the car won't go above 6K. The car is bone stock, with the expection that the previous owner put on a racing beat exhaust. I just put in new wires and ngk platnium plugs. Any thoughts what this could be?

No check engine light?
First guess - clogged cats.

My '88 TII has the same problem...my cats are extremely clogged. It'll GO above 6k, just not very happily.

That's probably the issue.
