Mustang Rims!!! A new question...

Mustang Rims!!! A new question...
So...i bought these beautiful GT rims (5 spoke) for $160. And some RE070's for $75.
Then i decided i was going to go for the bronze rim....so i did the following...
0. Thorough cleaning with degreaser (even tho the rims were nearly brand new).
1. Sanded w/ 100 Grit Sandpaper
2. Sanded w/ 230 Grit Sandpaper
3. Sanded w/ 400 Grit Sandpaper
4. Washed with soap and water
5. Used mineral spirits to remove any oils
6. Layed 1 medium layer, then 2 light coats (15 mins. between coats)
7. 1 hour later layed down clearcoat- 2 thin coats, one medium coat (10 min. between coats)
So....the rims look absolutely immaculate (i will post pics once i get my problem solved) I used Dulpicolor Bronze and clearcoat HP Wheel paint
PROBLEM: Basically there is a very rough surface on the top coat....very rough. I made sure to clean very well and the surface was as smooth as glass. The one problem was that i was located outside, with slight winds. So what can i do to get the rims smooth like they should be? What did i do wrong to begin with?
Wetsand? Claybar? Wax? Polish? HELP!!!

Sweet deal on those rims and tires! How old are the tires? I'm picking up my RE070's for my Mustang GT wheels on monday, the tires are 75km old only, but I'm paying a lot more for them than you did. I can't wait untill the summer when I can put them on and test them out. My dad's freind has an STi and he really likes them, he said he got about 20 thousand km's out of his, including track driving.
It's probably best to give it a light sanding and you'll probably need to re-apply the paint and keep doing so untill after sanding it's smooth with no show through from beneath. Use a block where possible as it'll take off the lumps without sanding the rest, to give the uniform surface you desire. I doubt that even a harsh cut polish will take out much roughness.

My tires are about 4000 miles....8/32nd tread left... Im going to go to a meet at bear mountain on sunday hopefully with these tires...should be much better than what i have on there right now...
I was really hoping not to have to sand the rim down again...i think it's just in the clear coat...
any other opinions are welcome!

What does cut polish mean? im sorry i'm such a noob...
I'll go pick up some 1200 Grit sandpaper tomorrow...so, if i do this will i need to reapply any clear?
