MN Motor swap-surging 12-1500, wiring trouble...need some input

We're in the process of finishing up a s4 tii to s5 tii swap, using intake/exhaust/turbo/sensors from the s4 tii motor. Car is 87 TII.

The jackass that I bought the motor from, stripped alot of little things that screwed me into using s4 manifolds. Thats another story....and the reason its took so long to get it in.

First the tps was out of whack, reading about 3k ohms. It would hold a steady 2500-3000rpm idle. Adjusted it and got it down to about 2k ohms. drilled out the mounting hole so it could slide forward some more, got it down to 1k ohms. Now its at 1200-1700 or so and surges.

We forgot to jumper the initial set connector while doing this. Could that make it surge from 12-1500 rapidly?

All bubbles have been bled from the coolant. The thermostat opens fine. The front cover is the s5 with omp lines hooked up but not electricaly. There are no vacuum leaks, went over it with a smoke machine from multiple places.

When it starts up, it go's to about 3k for 10sec like the AWS should. Then drops to 12-1700 and surges rapidly.

The coolant temp sensor was relocated from the filler neck/bleed tube off the thermostat from the old motor to a metal pipe inbetween the radiator hose, after the tstat.

tapped, threaded, epoxy'd. Ran the wire back to the green wire on the original connector. Grounded it. When it's all said and done we figure out that the sensor wire is reading .003v when connected and the wire to the sensor is reading 13.5 battery voltage. I read it should be reading 1.5v max. So we're going to rerun that wire, and probably the 02 sensor aswell (same area, havent checked reading but shouldn't matter until it go's into closed loop right?

The split air pipe to the main cat has been cut and welded shut. It still has the pre converter built into downpipe.

Anyone have any clue why it runs RICH (water your eyes kind of rich) and surges from 12-1700?

It's almost done, and I'd like to finish it today. Any help would be appreciated.
