i am told this is a 88 turbo. but is this the motor with the turbo II 200 hp stock or the turbo 182 hp stock?

any 2nd gen (86-92, although turbo wasn't available in 86) is a Turbo II. The first turbo was on the 78-85 models, but none were shipped to the states. Don't get the II part confused with twin turbo. Its not a twin, its a single turbo.

For more info on HP numbers, look at the top of the main page where it says sticky. Click and read through the one that says FAQ for FC. (FC is another name for 2nd gen RX-7s.) All the info is there so we don't have to keep typing it over and over everytime people ask. (Not trying to be a smart ***, but its there for your convenience and ours)

See what I said? I said it is not a twin. The only twin turbo is on the 93+ RX-7s

Do you know what the oil metering pump is on the side of the front cover? it injects oil into the intake to lube the apex seals. Anyway, find this, and see if it is has an electrical connector on it. If it does, its a 89+ motor. If not, its a 87-88 motor. (No turbo available in 86) You can't see it in the pic

It's the 87-88 model, it has a metal waterpump neck.

The 86-88 models had the 2-bolt metal waterpump necks, while the 89-91's had a 3-bolt plastic one. The Series 4 waterpump can't be used on the Series 5 engine, due to the shape of the front cover. Just some extra info...
