More rebuild problems.

the rebuilt rotary wreck is still here, but it's also still plagued with problems. it still wont start with a key after about 15-20hrs of sitting at 2krpms(not in a row). also, we found a screw that seems to adjust the idle. its inside a nut. it seems as if it adjusts the air mixture though, so we put it back. itll go down to 900rpms without stalling, but still will not start. we might buy an engine in a junkyard, it starts and runs but burns oil and smokes(bad oil seals?). would this be a good idea? anyone have any more suggestions?
