You will ultimately need a cat and an air pump to pass. Other little doohickeys may not be necessary.

you need the two ACV solenoids, so yes

 

that sucks that you have to pass emissions I thought most places exempt our cars because they're so old 86-88's anyways

It all depends on what they check for. In Tennessee, for those that do have emissions testing, they don't inspect the engine. All the check for is what's coming out of the tail pipe and if you have a cat on the car. So you'll need to check in your area to see what they look for.
