Yes, there is a **** you can turn to manually raise each one. You should be able to reach them from under the bumper

Correct you are sir. It's kind of a pain if you don't have that little turning tool.

they don't pop up?..how about checkin the Retractor motor fuse for the headlights?..it is on the fuse block in the engine bay, the First one from the Driver's side Fender..it's a 30 amp...If it's blown replace it..If it blows again you got a problem...also the little **** for each retractor motor is under A Black rubber cover..take the rubber cover off..(pull fuse anyways..just to be safe)..and crank the **** until that side of the car's headlight is up ..then repeat with the other side..you can now operate your lights..the headlights will remain..in the up position ..

If you want to keep them up all the time, try unhooking the harness for the motor

Once you pull the Retractor fuse you have no power to the motors..Period..(the manual operation should be done without power..according to manual)...but you still have power for the Headlights themselves..why would he disconnect each retractor motor?..It's not neccessary..(sorry Carzy)..I had a damaged light..and I had to put mine up..and leave them up..no disconnection of the motors..

No biggie and no offense to original poster, just that most people don't even know their car has fuses, I thought of saying just go pull the retractor fuse from the engine panel but that might complicate things for some people. now thinking of it, there's what, 2-3 connectors right in that area, so even my idea maybe too complicated for some.

having had to deal with this issue when I got into an accident, just pop the fuse and rotate the little dial under the light. No tools are really necessary.
