Manual seat belt question?

I have a 10AE that comes with manual seat belts. The problem is that if I pull the belts really hard(on both the driver's and passenger belt) the belt will not lock in position. I dont think its normal and I just want to confirm this.

There are two types of locking systems that are employed in most cars. The clutch locking mechanism can be activated like you are trying to do, but the weight transfer system will only lock the belt when the car is involved in a crash or decelerates quickly. If the RX-7 uses the latter system, no amount of pulling or jerking on the belt will cause it to lock into place.
