Do you want to restrict the air to the wastegate? or do you want to allow air to the wastegate?

 

Huh? What the manual boost controller does is delay the wastegate from opening so I will say restrict... you restrict it so the wastegate opens at the set amount of boost you want. when it hits that certain boost you want the boost controller will allow the air through to open up the wastegate.
