Lumpy idle from 650-800rpm

Lumpy idle from 650-800rpm
How would I start to fix an idle problem. I tried adjusting the throttle cable and idle adjust but it went back down to 650-800 with a lumpy, missing type of idle(engine shakes side to side, not smooth.....
