Question low boost(possibly)

alright so here is the problem, i have a s4 turbo II that i just put a jdm motor in. i am running the following:

full turbo back exhaust (with cat)
hks intake
greddy e-01 boost controller
ported waste gate (as big as i could port it without making a new flap)
fcd
680cc secondaries

now my problem (it might not be a problem, im not sure) is that even if i turn the boost contoller off or set the boost controller duty cycle real high i still cant creep above 6.3 psi.

now at first i had the boost controller set real low till i broke in the motor and got familiar with it, and the other day i started playing with the boost a little and i figured with the mods that i have i would still get a little creep from the wastegate being still to small so i was not realy worried. but then i turned the duty cycle up to about 70% and i can only peak at 6.3 even a wot in 4th gear. is this normal? what are some things i should check? i am pretty sure i dont have any vacuum leaks and i went over all the ic piping and made sure they were tight. what else should i be looking for? any help would be great. thanks in advance.

pressure test for boost leaks. use a tester kind of like this: www.boostpro.net/prodtester.html (universal tester)
