The beeping is your power steering computer. The solution is to change your broken speedometer cable. Make sure it is actually broken and not just loosened/dislodged. If it is broken, and you can get the entire cable out of the housing, simply buy a new cable from a mazda dealer (should be about 40 bucks), take the new cable out of the new housing, and slide it up the old housing. If you can't get the entire cable out of the housing (for example, it snapped in the middle of the cable) you will have to take off your steering wheel and remove the speedometer/tachometer housing to replace it.

Is the engine running hot? Beeping could also be low coolant. Or 7000 rpm.

Oh yeah and what the hell is a power steering computer?

And Josh, you're sure its the sub-zero reservoir and not the coolant reservoir?!?!
