lots of searching = questions about smog

yes, like a vet, i searched like a **** to find answers to my problems. still found nothing.
here is my situation, my car is running massively rich, and i tried to pass smog, but failed horribly.
so far, here is my results:
hydrocarbons: 855 (legal 118)
my Co and my NoX are way the **** up there too. i dont know what to do.
so far i have changed out:
1) fuel filter
2) cat
3) exhaust system
4) 02 sensor
5) fuel pump resister pack
6) "tuned" tps and throttle body (doubt i did it right)
7) afm
and so far, after 2 smog tests, its just getting higher and richer. i get ~8 miles a gallon right now, and it smokes like a ************ with 160k on the motor.
i did a compression check, and i have 60 accross all faces on front rotor, 80 on rear. i know thats low, but it fires right up, runs fine. someone please help, i dont know what to do, and wacky, stfu.

if you're getting 8mpg, thats your problem. is the o2 sensor hooked up?

once you fix that, you need to make sure the air injection system is working properly. if the air pump and acv are working properly, then it'll pass no problem
