Looses power after about 4000 RPMs

i just bought this 88 RX7 N/A. it had been sitting in this guys garage for the last 6 months. it starts and runs fine but when i get up around 3500 or 4000 rpms it starts to hesitate. i read that it could be bad grounds wires, dirty injectors, bad ECU, broken cat or pre cat. if anyone has and experience you imput would be very helpfull.

Search for a post on how to re-ground the engine, and on how to clean your auxillary ports. Also, I would consider a tune-up.

An easy way to tell if the 5/6 ports workig would be to try and go past 100mph.

In my 88 SE it was almost impossible with the ports not working. Once they work it pulled right to 120 in 4th no prob.

To clean them you can spray some lithium grease on the 2 pot things rods above the exhaust. then push the rods in and out to help work the grease in.
Wipe off any excess so it doesn't grab gunk.

Also make sure the pipe is connected to your cat. If no air is going to the valve to actuate it then your cat will also die.

Potential loose secondaries

If it cuts out really hard, you may have a loose connection to your secondaries. However, all of the things you listed are potential issues. You'll just need to track them down one by one.

If it's hesitating it'll be fuel or ignition, not a problem with the auxiliary ports. The secondary injectors come on at ~3800rpm, so if the problem starts then one of them is probably dirty or has a poor connection.
